PCBexpress is free but is designed so that you must buy a pcb from pcb express
If you want to generate your own art work and etch your own try using diptrace which offers a free 250 pin hobbyist version.

most pcb design packages will have auto-placement of components and auto-routing of tracks
However, you are often best hand tweaking the results
Place any important components – connectors etc – auto-place the rest – auto-route the tracks and then tidy up
